Residential Rebates
The City of Milton-Freewater Light and Power provides rebates for certain eligible projects and products.
Every Home must meet the following qualifications to be eligible for rebates:
- Homes must be within Milton-Freewater Light and Power service territory. Check to make sure your electric bill comes from Milton-Freewater City Light & Power.
- Many (but not all) rebates require the existing primary heat source for the home must be electric (forced air furnace, heat pump, baseboard heat, etc.).
- Prior approval and written notice to proceed from the City of Milton-Freewater Conservation Special.
A lot of the local contractors a familiar with our program. But it’s always best to let them know you’re interested in our rebates and they’ll work with us to make sure the equipment meets our requirements and all the paper work and other requirements are met.
Heating Ventilation and Air Conditioning (HVAC)
The City of Milton-Freewater offers rebates to convert your existing heating system to a heat pump or to upgrade an existing heat pump to a newer, more efficient model.
Heat Pump Basics
In the most basic sense, a heat pump is a device moves heat from one area to another. Air conditioners and refrigerators are essentially heat pumps that move heat in one direction, from inside to outside. Heat pumps for your home do the same, but can work in both directions. In the summer a heat pump moves heat from inside your house to the outside, exactly like an air conditioner. But in the winter, they do the opposite, efficiently collecting and moving a surprising amount of heat from outside to inside, heating your home.
There are two main types of heat pumps, centrally ducted and ductless. Just as the name implies, ducted heat pumps utilize a blower unit and ducts to circulate conditioned air throughout your home via ducts. Ductless units do not have ducts. They rely on individual “heads” in each zone to independently heat or cool each area.
Ducted Heat Pump Rebates
Ducted heat pump rebates are based on the new equipment being installed and are broken into two categories, standard heat pump and variable speed heat pump.
Additional Requirements
- The existing primary heat source must be a forced air furnace.
- Equipment manufactured after Jan 1 2023 must have HSPF2 of 7.6 or greater and SEER2 of 13.4 or greater. Equipment Manufactured prior to Jan 1 2023 must have an HSPF of 8.2 or greater and SEER of 14.0 or greater. Your HVAC contractor will know what this means.
Documentation Required
- Air Conditioning, Heating, and Refrigeration Institute (AHRI) certification.
- Contractor invoice showing total cost, installation date, equipment manufacturer and model number

Additional Requirements
- The primary heat source for the home MUST be electric (baseboard heat, electric heaters, etc.)
- Must be installed and tested by licensed HVAC contractors
- Equipment manufactured after Jan 1 2023 must have HSPF2 of 7.6 or greater. Equipment Manufactured prior to Jan 1 2023 must have an HSPF of 9.0 or greater. Your HVAC contractor will know what this means.
Documentation Required
- Air Conditioning, Heating, and Refrigeration Institute (AHRI) certification.
- Contractor invoice showing total cost, installation date, equipment manufacturer and model number

Weatherization Measures
Windows
The window rebate is based on the square footage of windows installed. The current rate is $3/sqft of windows. For example, 10 square foot window would receive a $30 rebate. Here are additional requirements and documentation required:

- Only eligible on existing homes
- Existing windows must be either single pane or double pane with metal frames (no rebates for existing windows that are double pane vinyl)
- Homes heated with wood or pellet stoves are eligible, but must be accompanied by electric heating
- Homes with gas, propane, or oil heating are eligible provided such sources are used exclusively to supplement a heat pump
Documentation Required
- Pictures of all of the existing windows that will be replaced
- Receipts or invoices showing total cost, quantity and size of windows, purchase or installation date
- Pictures of every new window installed
- National Fenestration Rating Council (NFRC) stickers FOR EVERY WINDOW INSTALLED
- Completed Window Tracking Spreadsheet which tells us the number of windows and how many square feet of window the project will entail.
Insulation
The insulation rebate is based on square footage of the area being insulated and available for ceilings, walls, and floors. The current rate is $0.25 square foot. For example, if insulating 1,000 square feet of ceiling, wall, or floor the rebate would be $250. The following are required:

- Completed Insulation Tracking Spreadsheet which tells us the areas that will be insulated and how many square feet of insulation the project will entail.
- Pictures of the existing insulation thickness or R-value
- Pictures of the finished insulation thickness or R-value
- Receipts or invoices showing total cost, quantity and type of materials, purchase or installation date
Heat Pump Water Heaters
The City of Milton-Freewater offers rebates to convert existing water heaters to eligible heat pump water heaters.
Unlike conventional gas or electric water heaters, heat pump water heats use a heat pump to pull heat from the surrounding area and concentrate it in a water tank.
