What is a Work Session?
In Oregon, a city council work session is a public meeting where council members receive information, discuss agenda topics, and provide direction to staff, but no final decisions or votes are taken.
Work sessions serve as a forum for council members to study issues, gather information, and clarify problems before taking formal action at a regular meeting. Work sessions are open to the public, allowing citizens to observe the council's deliberations. Unlike regular council meetings, work sessions typically do not include opportunities for public testimony or public comment. While the council may discuss and debate issues during a work session, they do not vote or take any formal action.
